These days we have a conflict between the Commissioner and the municipal police of the city of Belgrade. The source of the conflict are cameras that are equipped with individual municipal police officers. We are on a mini spy cameras already written attached Mini cameras 01/27/2015.      Let's start with the law on the protection of individuals:

     Already this Article may be considered as a legal basis to approve the recording.

 

     Article 13 is more precise and it gives the possibility to communal police records. This article says:

 

     Authority processes data without consent of the person if the processing is necessary for the performance of activities within its powers established by law in the interest of the national or public security, defense, prevention, detection, investigation and prosecution of crimes, economic or financial interests of the country, protection of health or morals, for the protection of rights and freedoms and other public interests, and in other cases on the basis of written consent of the person.

 

     As Article 13 provides the possibility of communal police to shoot? Let's cut to the Law on the Municipal Police.

 

     It is true that the Law on Communal Police does not mention recording camera, however, in Article 12, which talks about the powers of municipal police, certain powers that have municipal police can not be recognized in terms of Article 13 of the Law on the protection of individuals. So we get a link that connects the communal police and the recording camera.

 

     It is our opinion that there is no basis in law and that it is all legal. It is also true that the laws covering this issue ambiguous and allow different interpretations. It would be simpler if the Act on Municipal Police literally was written to have the right to record the camera.

 

     It's a shame that one newspaper in the community policing greeted at the knife without attempting to solve it in a peaceful and effective manner. It is a conflict that degrades credibility municipal police which is paradoxical if one takes into account that the use of cameras was introduced precisely in order to protect the interests and integrity of citizens.
